Waste to Value Project

 

Executed in partnership with the TAMSAL project, supported by the European Union and Informest Agency of the Friuli Venezia Giulia region in Italy, this project aimed to support environmental sanitation departments in nine Libyan municipalities (Central Tripoli, Benghazi, Sabha, Derna, Batin Al-Jabal, Jadu, Wadi Otba) through the following components:

  1. Waste Management Assessment:
  2. A comprehensive assessment of the waste collection and sorting systems in the nine targeted municipalities, including an evaluation of environmental awareness and existing environmental projects. The assessment also measured each municipality’s response to environmental issues. Based on the assessment, a training course was designed and implemented for trainers in environmental awareness.

  3. Unified Awareness Strategy Design:
  4. A training course was designed and implemented for trainers who would train schoolteachers to conduct awareness campaigns on “The Dangers of Plastic Use and the Importance of Plastic Sorting” for school students in each partner municipality. A unified awareness strategy and curriculum were developed by OTR experts, which will be implemented across all nine municipalities and repeated annually.

  5. Plastic Sorting Policy Design:
  6. OTR experts worked with the General Environmental Sanitation Department at the Ministry of Local Governance to support the nine municipalities in designing and drafting a “Plastic Sorting from Source” policy. The policy aims to coordinate efforts between municipalities and private sectors, such as restaurants and cafes. A working group led by OTR experts contributed to the policy, which has been distributed to all municipalities for adoption and implementation.

  7. Provision of Waste Sorting Equipment:
  8. OTR provided 120 waste bins (120 liters) and 40 waste baskets (2*3 meters) from the local market, along with importing 120 manual plastic presses for use in awareness campaigns. These were distributed to 40 targeted schools as part of the awareness campaigns in the involved municipalities.

  9. Distribution of Awareness Tools and Equipment:
  10. Various tools were distributed, including stationery, printed materials, cloth bags, plastic presses, and plastic collection bins. These tools supported awareness campaigns in more than 40 schools across the targeted municipalities.

  11. Community Meeting on “Plastic Sorting from Source”:
  12. In collaboration with the Central Tripoli Municipality and the Environmental Sanitation Department of the Ministry of Local Governance, a community meeting was organized involving civil society organizations, private companies, and restaurants to discuss the “Plastic Sorting from Source” policy and gather recommendations for best practices on how to implement the policy in the municipalities.

  13. Follow-up and Evaluation:
  14. Follow-up activities were conducted with environmental sanitation offices in the concerned municipalities to monitor the progress of community awareness campaigns and increase student awareness of the importance of waste sorting. The collection and sorting of plastic in the targeted schools were also monitored to ensure the achievement of environmental goals.
