This project was executed in partnership with the TAMSAL project, funded by the European Union, and supported by the Informest Agency of the Friuli Venezia Giulia region in Italy. The project, implemented for the Municipal Development and Decentralization Support Center under the Ministry of Local Governance in 2023, involved developing an electronic system to assess training needs for employees of 20 municipalities across Libya. OTR experts created a system enabling human resources departments to input employee data to identify their actual training needs, making the training process more effective and cost-efficient. Due to the vast distances involved, an online portal was designed for the center, along with training sessions for approximately 40 specialized municipal training officers. The project supported 20 municipalities.
