OTR Consulting and Training experts

experts have contributed to numerous projects, helping to establish regulations, procedural manuals, and organizational structures at both local and national levels. Several of these works have been adopted and used as references.

The founding team possesses over a decade of experience working with both international and local organizations. The team has developed dozens of projects in areas such as development, environmental protection, and support for youth, women, and persons with disabilities. These projects have included peacebuilding, conflict resolution, and advocacy campaigns across Libya, in collaboration with municipalities, community leaders, and relevant authorities.

The team has extensive experience managing grant programs funded by USAID and the European Union (EU), including the preparation of procedural manuals, grant management, and the training and empowerment of civil society organizations to manage nonprofit community projects.

Additionally, the team boasts scientific knowledge and technical expertise in designing electronic systems, such as human resources management systems, archiving, inventory systems, training needs assessments, and more. This includes comprehensive expertise in institutional evaluations, project assessments, and designing training needs and training plans for both public and private institutions. Our expertise has also expanded to cover government institutions, as well as civil society organizations.

Moreover, we align the operational goals of projects with the strategic objectives of institutions, as well as the 17 United Nations Sustainable Development Goals (SDGs).

A cadre of OTR experts contributed to the development, drafting, and formulation of policy proposals at various administrative levels within the Libyan state.

  • Specifically, these experts undertook work for the Ministry of Local Governance, including: 
  • Local revenue regulations
  • Local revenue accounting system
  • Unified organizational structure for municipalities

Nine accompanying bylaws (e.g., building permits, public markets, public spaces, commercial licenses, signage and advertising, specialized committees, slaughterhouses,

  • incentives, entrepreneurship and business incubators)
  • Organizational structure for the Ministry of Local Governance
  • Organizational structure for the General Secretariat of the Supreme Council for Local Administration
  • Municipality Development and Decentralization Center
  • National Community Participation Program
  • Women’s Empowerment Centers in 10 municipalities, in partnership with GIZ
  • Training plan for all Libyan municipalities for 2021-2023

Additionally, OTR experts contributed to:

  • The Government Communications Center (organizational structure, internal regulations, staffing, government communication procedures manual)
  • The Ministry of Planning (media plan, event organization plan, international cooperation plan for achieving the Sustainable Development Goals)
